Seit dem 1. Juli ist das erste „Gesetz über die Außenbeziehungen der VR China“ in Kraft. Es besteht aus 45 Artikeln in sechs Kapiteln. Moritz Rudolf vom Paul Tsai China Center an der Yale Law School hat das neue Gesetz analysiert und im „NPC Observer“ darüber einen Artikel geschrieben. Für ihn unterstreicht dieses Gesetz zwei wichtige Trends: „Increasing global outreach and its willingness to embed this global outreach within a legal framework.“ Nachdem er Kapitel für Kapitel durchgegangen ist, schreibt er in seinen Schlussfolgerungen: „The Foreign Policy Law puts the PRC´s foreign policy rhetoric and praxis into law. It underlines the PRC´s increasing ambitions to act globally and to use the law as a tool to reshape the international legal environment and promote its long-term development goals.”
