Da ist Außenministerin Annalena Baerbock eine Überraschung gelungen, als sie am 8. Februar Jennifer Morgan als „Sonderbeauftragte für internationale Klimapolitik“ präsentierte. Diesen Job wird Morgan am 1. März antreten. Später soll die Amerikanerin, die fließend Deutsch spricht, in Berlin lebt und auf ihre Einbürgerung wartet, Staatssekretärin werden. Morgan war seit 2016 Chefin der Umweltorganisation Greenpeace. Sie war auf allen wichtigen globalen Umweltkonferenzen vertreten, sie kennt die handelnden Akteure, ob John Kerry oder Xie Zhenhua. Da China eine wichtige Rolle bei der Bekämpfung des Klimawandels spielen wird, ist interessant zu erfahren, was sie über Chinas Umweltpolitik denkt. Hierzu gibt ein – etwas älteres – Interview mit dem China Development Brief Aufschluss. Darin lobt sie die Rolle Chinas bei der Pariser Klimakonferenz: „China has played an extremely important role in getting the Paris agreement in place.“ Und weiter im Lob: „China has also made good progress on meeting its targets and on renewables, of which it has the largest share globally. The key thing is to really double down on these efforts.” Morgan weiß, wovon sie spricht, denn sie war oft in China: „…Greenpeace has been in China for 17 years, and as the international executive director I try and come here as often as I can, both to learn about what is happening and contribute as much as I can. I think there are some pretty exciting things happening in China, and often times the understanding of what’s happening here is very simplified in other countries and contexts.” Bei der Klimakonferenz in Glasgow im Dezember 2021 fand Morgan ebenfalls positive Worte für die Chinesen, die dort mit den USA zusammen eine Vereinbarung trafen: “It’s always welcome news when the world’s two biggest emitters cooperate on climate change, and a reset of their relationship on this crucial issue is overdue. The climate crisis will only be solved if the US and China move toward the same goal of bringing emissions down in line with a 1.5C trajectory as a matter of urgency.“
